If you publish an app in Qlik Cloud/SaaS, can non-licensed users interact with the app if it has been shared with them?
If not, are there any ways for a non-licensed user to see the app such as embedding?

At this moment, Qlik SaaS doesn't support Anonymous access. The user must be authenticated and have a valid license allocation to work with apps.

In Qlik Cloud/SaaS, non-licensed users cannot interact with published apps, even if shared—they need at least a “Professional” or “Analyzer” license. For viewing without a license options are limited to static exports (PDF, images) or embedding via Qlik’s Capability/API for public access which must be configured carefully for data security.
