Can we work offline in Sense on a document with section access ?

According to the security presentation, apps with section access don't work in QlikView desktop. Does that mean you cannot work offline on a dashboards that contains section access ?

Yes that correct.

So the Desktop can be used for offline development but was mainly build for getting users interested in Qlik Sense hence a lack of capabilities around the offline development scenario.
