Give permission to user to create the master items

Hi all,

I want to give the user to create only master items by his own with out giving content admin or root admin access privileges. Is there any way to over come this.

I do have similar issue i am using Qlik SaaS (Shared Space)

i create APP in shared space and i gave permission to other user to edit APP , they can't create master Iteams
