My Published App opens on edit mode

We recently upgraded to September 2020 Patch 8 and are seeing strange behavior on published apps.

They will periodically open up on edit mode.   By this - I mean that when I click on a published app, it will open up and act as though I clicked on the EDIT button with the message

 

"This sheet has been published and cannot be edited. Click on Duplicate to create a copy of the sheet so you can edit."

Strangely I observed this once in our June 2020 version but it started behaving normal after I republished it. I guess something was broken in the published process. It never happened again so I didn't raise support ticket.
