Problem when upgrading PostgreSQL from 9.6 to 14.8

 
We are using Qlik version May 2022 and wanted to upgrade to the new version of Qlik Sense May 2024.
During the update of PostgreSQL we encountered the following problems:

For the default location, we receive an error message that the user does not have write permissions for C:\Program Files\PostgreSQL\14. for every oder installation we used the same user and there has never been a similar issue.
By changing the path to C:\PostgreSQL\14 we were able to continue, but the backup failed.
All Qlik services were stopped, except for the Qlik sense repository database.
The user we used to install ProstgreSQL is an administrative user with permissions to write.

Are you using the QPI tool?

Right-click the installer, go to properties and check "unblock" and apply change. Next, try to run the installer as administrator. This might fix the issue of not being able to use the default path.
