I get the error;
Windows cold not start the QLik Sense Proxy Service service on Local Computer.
Error 1052; the service did not respond to the s tart or control request in a timely fashion. Sreenshot attached.
This is on 2.1.1

No internet access for security reasons.
Is there anything in the Windows event viewer?
On some systems the proxy takes longer than the default 30 second timeout. See the following:
The default windows timeout is 30 seconds.
To increase this value to 2 mins (120 seconds), follow these steps:
1. Click Start, click Run, type regedit, and then click OK.
2. Locate and then click the following registry subkey: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control
3. In the right pane, locate the ServicesPipeTimeout entry. Note If the ServicesPipeTimeout entry does not exist, you must create it. To do this, follow these steps:
a. On the Edit menu, point to New, and then click DWORD Value.
b. Type ServicesPipeTimeout, and then press ENTER
4. Right-click ServicesPipeTimeout, and then click Modify.
5. Click Decimal, type 120000, and then click OK. This value represents the time in milliseconds before a service times out.
Note: 120000 milliseconds (2 minutes) is equal to what the default configuration should be. You may find you need increase this number. 300000 (5 minutes) may be more suitable.
6. Restart the computer.
no there wasn't anything useful, just a generic mess about taking too long.
ok, now all the services start, but when opening either the HUB or the Management console, IE will open, wait a few seconds then load a blank white page with nothing on it.
The IE tab will say "waiting for servername" for about 1 second, then go to "This page cannot be displayed"
The funny thing is; I have three identical servers. This is #1. It doesn't work. So, for a test, I went over to #2, pulled a VMware snapshot and did the install and it worked perfect right off. But, back on #1 cannot get it working no matter what we try.

Did a "reset" on all the IE settings as well. It seems to be trying to connect, but then fail or refused.
do you get the 'bubble animation' appearing before it goes wrong ?
You'll need port 443 and 4242 open on the server. With the proxy server stopped you can check the port status with netstat commands at the prompt.
Also, you may start to get some messages in the logs under c:\programdata\qlik\sense\log
