Qlik Sense licensing model - how many users can I have?

Hello all,

We have a user-based license for 30 professional and 90 analyzer users.

I was wondering if the license access (in the image on the left) is based on the total amount of users, or is it based on the total amount of users that is currently using Qlik at that time?
It looks to me like the second one is the case.

The second one meaning that we could have more than 90 analyzers, as long as a max. of 90 analyzers are using Qlik at the same time (hence actively using their license). Am I technically correct in that?

Can anyone clarify me on that?
