Did you uninstall before upgrading?
Take a look at the below article, the error is not 100% the same, but you should check. If you edit the registry, you should always always make a a backup first.
The issue got resolved after fresh installation after we reinstalled the OS on our test server.
It seems the issue was with the underlying OS.

@Maria_Halley we are doing a fresh installation on our test server before upgrading our current infra.
thank you for the article but it did not resolve our issue. we have gone through similar troubleshooting articles but no luck as of now. I have raised a case with Qlik support portal .
@TusharDev_Qlik you mentioned this is a new install, but did you by any chance restore the DB from your Production system? If that's the case, you may have references there to Qlik Logging Service, which is no longer available in the November 2021 release.
If this issue persists on a fresh install, we may need some samples from the Repository logs that go beyond a single Error line, as often the context here is more important than the event itself.
Hi @Mario_Petre ,
I confirm this is a fresh install and PostgreSQL database created and installed at the time of installation itself.
I can see Qlik Logging service available and running after installation.
I have provided all the error comments in the Repository log in the issue description only.
