Bubble ID showing as numeric instead of text

Our location IDs are numbers but always shown in a 4 digit text format.  So we have locations like 0123 and 1234.  In my data, this field is forced to text using Text(location).  I'm creating a bubble layer and use the location number as the ID.  However, the label is showing in a numeric format.  So the locations are showing 123 and 1.23K.  How do I fix this?  I can't find a format option.  I even put a text function around the field in the ID field as well which didn't work.

Uncheck "format numbers" in Bubble layer>Properties>Appearance>Info bubble.

Or use the native map chart, as of QS Feb 2020 it is possible to set custom tooltips.
