Maps > Districts, regions of a country

Hello,

I need to create a Map that the country's area is divided into districts and regions.

Yet, it is Baltic states and I cannot color up district or region. It seems like it is not recognized as an area.

What fields do I need to fetch that the Maps recognize it a district?

The map itself provide visible area that splits the country, yet I do not find a way to color them up.
