Using QEM, we can do a lot of basic tasks in Replicate through API/CLI instead of console. This includes inserting new Replicate licenses through QEM, although currently we cannot insert new licenses of QEM through means outside of the console. 

If we can insert QEM licenses outside of the console, it can help with fully implementing the solution on a code level which to some customer, is important as they would rather not interact through the console.
