I've followed all the steps to add the talend-update.talend.com:443 to the proxy whitelist. I've signed into my exchange account. I've restarted TOS as administrator and I still cannot get an actual download and install button for any of the external jar files.
What's more is that the typical jar installation wizard that would typically run at start-up of TOS_DI doesn't even initiate. I'm trying to get my TOS_DI 7.0.1.20180411_1414 instance running on a new work computer. I've imported all of my relevant workspaces but when I try to modify any of them - I can't because none of the appropriate jar files have been installed. When I attempt to follow these steps - I cannot get the actual "Download and Install" button to show up - it's always greyed out or just gives me the icon to navigate my local file system.

Were you able to resolve the issue? I am also running into same issue,i did the follow the steps Provided in the link even that is not helpful.
I have not been able to get TOS DI 7.0.1 operational in any environment due to that error I get from the logs:
!MESSAGE Connection to https://update.talend.com/Studio/tos/7.0.1/p2.index failed ....
I have had to get everything running in 6.3.2 as a workaround. My internal server infrastructure team has indicated that there's nothing we can do because we can't get to the update.talend.com site outside of our firewall either to retrieve certs.
I'm, personally, at a loss for how to proceed to get TOS DI 7.0.1 running.

I downloaded V7 and V6.5 and have the *EXACT* issues as @DarinBob but V6.3 does not have the "Network is unavailable, please fix it". However, I still get the following errorr whenever I download any 3rd party JAR files:

I updated the proxy similar to the OP. I also get a "; nested exception is: javax.net.ssl.SSLHandshakeException: sun.security.validator ... "unable to find valid certification path to request target".

All TOS config.ini have now the update site for https and all the new licenses generated should now contain https only.
Could you please try to these steps?

I performed this config file change and I have seen no material changes in the execution of TOS 7.0.
The process to download and install external, required and/or option .jar files still does not execute properly. Performs the same as prior to this config file change.

I do not have proxy or socks configured.
I do not have proxy or socks configured in the 6.3.2 instance either and everything works fine with that version (same when I was using 6.0 and 6.1).

Are you out of proxy server? Did you set any firewall rules in your machine? Could you please try to add
talendforge.org / port: 80
and talend-update.talend.com / port: 443 into the whitelist to see if it works?
For talend-update.talend.com, we use it to download the third party libraries and for talendforge.org, it is used for the licenses displayed in the studio when the user accept them for the first time.
