Mashups and Qlik Licenses

I have an urgent question that I need some assistance on.  A mashup has been created that does not connect to any app.  It is simply a basic website that is held on the Qliksense server.  In this does the user who clicks on the link to see the page require a license?

If mashup is hosted on Qlik server , user need license if there is any object emended in mashup
