It sounds like a permission issue, so you cannot list the complete list of applications. Operations and License can be readed with RootAdmin role (administrator) whereby I think it is not a user problem.
Did you create a stream to grant access to the other applications or create a security rule for it?
Problem solved. Stream, which published the application did not have assigned user access. After re-configuring permissions issue persists. Only restart services QlikSense helped.
