Programmatically creating apps, reading app metadata

In trying to automate app-related tasks in Qlik Sense Enterprise on Windows...

1. Metadata related to apps, sheets, master documents, visuals, etc are stored in .QVF files, is this correct?

    a. Are these files cleartext / human readable e.g. XML, JSON?

    b. If no to 1a, are QVF files packages in the sense that ZIP files are packages containing other files?

2. if it is not possible to read / write QVF files, would any of these APIs be suitable for assembling apps from scratch, reading existing apps, etc?
