Start new app via API

Hi!

I'd like to know how to build and publish a new app via API. The task is:

1. Copy app from template

2. Set new name to app

3. Publish to existing stream

4. Refresh data

5. Set up timetable refreshing task

The initial process launched on another computer. Python is preferred. Could anyone save my time and help me?
