How to control which Master Items are available to users

Hi,

Here is my issue

I publish an app in my QMC for a group of user.

I made a security rule using custom properties not to show sheet1 to some users in that group.

However, they have access to all Master Items I created and so, they can re-build another sheet using the Master Items I used in sheet1,

And I dont want to suppress the create app option for these users.

How Can I control Master Items that are shown in my entire app ?
