How to match/sync user license between user authen from AD and user authen from LDAP azure

Current Qlik Sense Enterprise I have user 3000 license and authen user via MS AD and now I want to change authen to MS Azure AD,
I develop on test environment I see same user but different Qlik User ID when authentication from MS AD and Azure AD,
As a result, the person who logged in through Azure did not have a user license.
How to match/sync user license between user authen from AD and user authen from LDAP azure
