Is it possible to let users see the variables button in published app

Hi,
With a custom security rule, on our DEV server, some dedicated users have the ability to modify published app in order to add sheets, master items, charts...
This is working fine except that we don't see the variables button in the left bottom corner.
It looks like it appears only on non-published applications.
I have tried to play with a dedicated rule mentioning resource.objectType="GenericVariableEntry" but without any success.
Do you have an idea?

Sure, as you can here, this app (published) can be edited, master items can be created, object created... However in the bottom left corner, the variable () button is not present:
