Qlik Sense Anonymous access mode Allow anonymous user

Hi team,

I  have set the authentication as Anonymous access mode and description Allow anonymous user.i want over write the security Rult to give access to anonymous user.

We are not able to create a new app or sheet using anonymous User.

Please guide me on this.
