Qlik Sense Professional access allocations

Hello All,

I have logged in as service account (ServerName\Admin) who  runs all the Qlik Services in the server machine. I have deallocated a user name User1 (Has Root Admin and Content Admin Privileges). The state turned into Quarantine for User. When I try to reinstate Professional access allocations for User1 from the Service Account (ServerName\Admin). I'm getting the below statement

"The Operation Failed due to insufficient privileges"

Is there a way to overcome this? The version I'm using is Qlik Sense June 2019
