Report governance

We are trying to add an additional layer of security to some of our enterprise reporting.  For example, currently I have 4 qlik users who can generate reports based on 4 geographic regions.  So each user can select the country they want to include or exclude  

George	USA, England, France, Spain
John	USA, England, France, Spain
Thomas	USA, England, France, Spain
James	USA, England, France, Spain

However, now I want to govern which country the user has access to.

George	USA
John	England
Thomas	France
James	Spain

Is this something that can be done through section access or is there a better approach?

What product are you using and what type of report are they generating?

From you description I think Section Access is the way to go, at least for QlikView
