Restricting Development users ability to Reload, Export, Add Data

Qlik Sense version June 2017 SR2

We would like to restrict development users to this end:

1. We want to provide users pre-loaded governed templates using a binary load with section access built in
2. Distribute these governed template Apps to the general business population and restrict the following:
   1. reload, export, and adding new data

Strictly allowing new users to create new visualizations based off a governed (QlikMart-QVF) to increase our business partners knowledge and provide new insights to our business users in a controlled fashion.

What magic needs to happen to secure this delivery?

Please explain the process as best you can.
