In August 2021 Release Notes it says:

Logging utility does not support Postgres 12. The utility uses queries that are not compatible with Postgres 12.

What is the "Logging utility"?

Please take a look at this post: QlikSense May2021, new installation doesn't ask to setup Centralized Logs
Basically Logging Utility means Centralized Logging (which is gonna be deprecated by the end of the year).
