problem when i open hub and qmc qlik sense server

I have problem after installing qlik sense server : i tried to restart services but same problem..

This page can't be displayed - Turn on TLS 1.0, TLS 1.1, and TLS 1.2 ** But TLS is already turned on...

When I install i need to share a document and use it in the installation
