what is your question here? Are you looking for a employee turnover definition? If so - employee turnover refers to number of percentage of workers who leave organization and are replaced by new employees. But you should definitely confirm this definition with the users and data owners.

You really need to define what you want to calculate.  Do you want to know the termination rate for this year only or for all time?

Based on your data example it looks like you just need an expression that is  total fired / total hired.

If you wanted the Retention Rate instead it would be the opposite.
