Measure that will not be affected by Filter

In master items, I have a measure as below

(
(Count ( distinct if ( Trim(NQ3) = 'YES' , ID4)) / Count(distinct if( Trim(NQ3) <> '', ID4 )) )
+(Count ( distinct if ( Trim(NQ4) = 'YES' , ID4)) / Count(distinct if( Trim(NQ4) <> '', ID4 )) )
)
/ 2

this measure called network it has a value, let say 12, but when I'm filtering it's changing.

is there something I can use in the script that it will not change when the filter is applied, the value will keep as it it, as it's value for all records.

I don't want to use inherent. Any Help?

You want to add the {1} to your set expression
