I have a HTML report that goes out daily to our sales staff that we recently integrated with our shipping data from FedEx and UPS. I'm trying to create the hyperlink based on the tracking number so the users can just click on the tracking number and have the link take them directly to Fedex tracking information for that shipment. I found some discussions on here but the solutions they provided do not work. We are on NPrinting 16.6.0.0. Here is my code:

So you have provided us with your code which depending on what is passed in your %%Tracking%% may or may not work. Have you inspected the outcome?
Are you switching off encoding when you are putting data in your table? See here:

First of all I suggest you to upgrade your installation to latest 16 version that is 16.9.
In your template:
1) create a formula like
=if(
GetSelectedCount(Country) = 1
,'https://www.google.it/search?q=' & GetFieldSelections(Country)
,'Impossibile'
)
2) Create the HTML code in the template and drag and drop the formula
