A customer wants a solution for publishing a Qlikview Document on Internet. I know that it is possible with the Internet Access Server, but I have read that this kind of server doesn't support neither named or document CAL licensing.
My question is, how this costumer could develop his own documents if he can't lease a license from this server?
Should them use Qlikview Personal Edition?... Should them buy a Qlikview Small Bussiness or Enterprise Edition in order to manage license leasing?

IAS is a specialised version of QV to allow you to publish a single QVW to an unlimited number of Anonymous users.
It assumes you already have some sort of infrastructure inhouse too. You could just buy a single Local Client licence for development all the way up to a full Server/Publisher setup (my recommendation) having the Publisher pushing updated versions of the document to the IAS server.
