Customer potential - multi-dimensional approach

Hi guys, I am trying to build a chart in this form (see JPG). Please help me with a step-by-step approach. Unfortunately I have no permissions to upload qvw into my QlikView. Thanks a lot!

This is something "Scatter chart" will work. Please attach sample file to test
