Filtering on excluded values (set analysis)

Hi all

I have a question around making selections on excluded values. I have a pivot table similar to that shown below. 'Year' in my app is filtered to 2019. The 2018 expression values use set analysis to select the previous year. So in the table, only 'SOUTH' has values for current selected year. The other 3 regions are present in the chart only because they have data for the previous year.

Region is part of a drilldown group. If I select SOUTH, the app drills into the areas within SOUTH. The problem is that I want to be able to do the same with the other regions - but I can't select them because they are excluded by the current selections.

Please let me know if there is any way around this. Thanks!

I should add that my current solution is to list all of the location fields as separate dimensions in a pivot table, but I would like if possible to achieve this using a single drilldown group.
