Here is the latest conformance for 11.2 SR10. What version do you have ?
Can you screenshot the relevant settings from the QMC where you make IE plugin available for the user ?
If all is in order, consider deleting the browser cache and restarting.
Almost for sure you need to upgrade the QV Server version.
Check whether the IE Plugin is activated as an Access Method on Document level. Follow the steps to do this. QMC -> Documents -> User Documents -> .qvw file -> Server -> Availability -> Access Method -> IE Client checked.

Just want to make sure did you installed the plugin or just downloaded? After downloading you have to install the plugin by clicking on the EXE file.
