yes, use ctrl-shift, but then drag the legend down or up or left until it docks there - that is the trick a qlikview engineer shared.
Through test I realized that if I wanted to have the legend be all in one line below - I needed to first resize it to be one line or so (so I only see one box), then resize the chart area to leave space below and the do the docking.
Sometimes I had to try a few times, eventually it works
it is reight aligned which I do not love, but I rather have that
