We have two servers:
The problem is, when a colleague opens a QlikView Desktop installed in test server, she can only work with personal edition ie she cannot retrieve a license from production server.
What is even more stranger is that I can retrieve the license from the production server when I open QliKView Desktop on test server.
Can anybody please provide some reasonable explanation for this behaviour and suggest the plan how can I resolve this issue?

That is weird, so does that mean that you can lease a licence ok, but nothing about your licence lease shows in the QMC CAL History screen? If so then this is not as it should be.
What is on the QMC Assigned CALs screen, as in when does it say you & your colleague last used the licence and does that tally to what you would expect ?

On "QMC Assigned CALs" screen says that the colleague retrieved the license on December 23rd 2013. She did that from her laptop.
And now when she uses QV Developer on Test Server, she is getting the "Personal Edition" message.

I presume you purchased QlikView that included support and that you have an Account Manager who should be able to help you with the details needed to contact QlikTech Support.
Someone at your end must know who your Account Manager is.

Did you contacted the Qlikview Support and what solution they provided?.
When your colleague login to the Test Server does she use the Test Server functional ID or her own ID?
Can you add her Domain\ID again in QMC and provide her a Named User License. (QMC > System > Licenses > CALs > Assigned CALs)
Are you using your ID while login into Test Server or the functional ID of the server? Since you are able to access and your colleague is not so it may be user ID specific issue and not any firewall issue.
User is using his own ID and he is already added (QMC > System > Licenses > CALs > Assigned CALs).
I am using myid when login to the server. Please find the below screenshot error when try open any document on test server.
I just tried doing the same from our Test Server. Using my ID to lease license from Prod Server and I'm able to do it.
Can you please few more things?
Please check if you have enough Named User CALs. You can check the available CALs in QMC
Do you have Dynamic CAL Assignment enabled?
