Passing Users as 'ALL' ins NTNAME of section access

We are designing section access in which i have few users available. For rest of the users i need to give full access how can i pass 'Rest of users' in NTNAME

Example:

NTNAME, PROD, ACCESS

USER A,P1,USER

'Rest USERS', ADMIN, ADMIN

What can i write for Rest users in code?

Create same thing in Excel and then try with the system access from file.
