bar as grid line(acuatl fill the bar of goal)

hi all, i want to show goal vs actrual

goal as vertical with grid ,donot want fill  the bar with colour

actual as bar with in it ,it will fill colour as time period goes

if goal is 100 for the year 2019 and acual is 10 for the month of jan 2019

actual is used to fill up in the bar chart

You could try it with two charts which are overlapping eachother (with appropriate adjusted layout).
