You can create an extension for the same or search for some suitable extension for the same

I think you can create with a combination of multiple text boxes and Images.

Can I open  human resources.qvw in qlikview personal edition?

Nope, you cannot open in Personal Edition. You have limitation in Qlikview. First Four times you can access other application. Later on you need licence to open application.

If you have personal edition than you cannot open the applications developed by others ....to achieve the above requirement I would suggest you to use multiple text boxes rather than extension objects because maintaining the extension objects are bit difficult tasks

Yes. It's possible but you need to create many text boxes like below and have to create expression for each textbox in-order to display the values dynamically. After doing that, place the textboxes in correct order (Use layout property). See below screen shot for better understanding. I have attached sample file.
