I'm getting different row counts when I reload the app vs. when I exit and restart the app.
The table viewer shows identical table views and table attributes.
The app performs correctly with the "after reload" set.
I've removed all actions.
Why would the table row counts be different? I would expect them to be the same.
Any hints on what I should look at to solve this?

Yes, section access will make a difference.
On the server, the QDS service account must be given full access in the Section Access script to ensure all data is loaded. If not then the server will only load the data it has been given permission to see.
Also it depends on whether the options for "Initial Data Reduction on Open" and "Strict Exclusion" are set, and who then opens the document. This will apply any data restrictions set in the section access script for that user.
Reloading on the desktop may not be set to save the app after the reload.
Have you tried reloading the data, saving the app, then closing and re-opening.

Can you give up a bit more detail on where you are experiencing this? Are you on the server when you close and restart? If you are in the desktop version, reloading will then cause your selections to clear out. If you close and then reopen you may have selections that are remaining.

Does the document have Section Access?
follow-up:
I moved the app to a QV test server and accessed it via the Access Point and the row count matches the reload row count.
This sort of resolves the row count oddity.

I'm doing app-dev of this particular app on the QV (test) server and doing my reloads on the server.
I've also see this same behavior for another app on my desktop.

Clarification / Correction - this app was always on the server.
I moved the app to a partition on the server that could be accessed by the Access Point.
