Which version of QlikView Desktop are you using? There was a known issue fixed on 11.20 SR5, but it could also be related to javascript permissions in the Control Panel and account permissions, like disabling user access control for the current user.

Additionally, you need to be an administrator to run WebView, according to QlikView documentation

Web view works only >11.2 Version.

You might then need to upgrade to a fixed version (higher than 11.20 SR5).

But before, make sure whether or not running as administrator the WebView works.
