Make App Duplication from Hub an action irrespective of load balancing rules

Currently it is not possible to deploy sophisticated load balancing rules in a multi-node environment and provide users in the hub a way to consistently use the duplicate app feature. Please make the App Duplication from Hub feature an action that's able to be executed irrespective of load balancing rules.

- An Engine delivers the Hub, aka the list of apps

- That Engine needs to have the app load balanced for the duplicate action to work

- Which Engine is selected is determined by a round robin algorithm

The combination of these is that there's not a way to have a reliable duplicate action from the Hub and use Load Balancing rules with any sophistication.

+1 this cause issue also with ODAG as app generation triggers an app duplication of ODAG template.
