Hello,

From a very personnal viewpoint, I believe more in Risc-V for an alternative to x86/x86-64 cpu instead of ARM :
-open source, no IP

-public investment (such as EPI) but politically neutral

-already in use by AliBaba, WD, Nvidia...

-already great partnership such as Cloudera, Samsung, Nokia,

So, in my opinion, it's too late to jump in the bandwagon for arm but it's time to initiate R&D on Risc-V CPU
