Problem with downloading third party modules: Network is unavailable

I have a problem with downloading third party modules (jtds-1.3.1-patch.jar for MSSQLServer components):
The error message says: "Network is unavailable. Please fix it"

My question: What has to be done by the network administration? My Internet access is restricted. I have to ask to open it specifically. At the moment http and ftp internet access is allowed for the studio exe. What more do I need?

If I have to download the module manually: Where can I get jtds-1.3.1-patch.jar? Where do I have to put it? There is no such folder like <TOS-Install-dir>\java\lib!
I am working with TOS 6.1.1.

We have the same issue!
It's not possible to get a list or the specific link to download the jar-files. We uses also the version TOS 6.1.1.
