Can we restrict a Developer(with elevated access) to see only certain custom property values

Hi Everyone

I have below scenario where in company custom property have values.I'm doing both Stream and App level security.

1.Sales-items,Sales-Share

2.Finance-items,Finance-Shares 

1.A Developer who can see and assign the custom property value related to only Sales he/she should not have any visibility to finance custom property values.

2.Same thing for Finance developer also ,he should not see any Sales custom property values
