Counterexamples in graph

I am creating a graph with a scatterplot.
In the "Colors and Counterexamples" section, I used functions to specify colors for each type of data.
On the other hand, I would like to attach the precedent to the right side of the figure, but I do not know how to do it. 
Does anyone know how to do it.

Made my colour a master item and set the colour segments in there and applied the legend.

Can the counterexample parts (9-13, 4-9, 1-4) of your figure be renamed?
Where do you define the label?

You define in the segment colour of your master measure.  I your case it looks like around grouping of years.
