Object level security

There are 2 filters. Users of one group should see both filters but another group should only see one filter. I believe this need to be implemented using section access but when I do that I am not able to achieve the expected output. Please advise.

It will not achieve by section access, you need to implement object level security by writing security rules. Please refer:
