This temporary solution you've provided is working for me. I have faced it on all setups i was doing, so i believe it is a global problem (we faced this issue on 5 different environments and setups).
I am looking forward to hearing from R&D and getting this patched.
Are you getting error message as"The load balancing module did not return any engine service for the following app:_hub" when you have no Internet connection?
If yes, we have noticed this issue and it has been registered as a defect QLIK-61584 in our R&D's system. I will notify you if we have more information or this will be fixed in the next service release. Please log a official case with support if you haven't done so.
If it is a different message, I would still recommend contact qlik support and raise a offical case.
From support we need case registered in system to increase the defect weight which will help get better attention from R&D.
