Single user can't ODBC connect to Oracle

We are using Qlik Sense Desktop v3.1 to connect to Oracle via a 32-bit System DSN.  When creating the data connection in Qlik, one particular user's credentials are denied with the error "You do not have access to the data source."

This user does have permission, has successfully tested using the 32-bit Microsoft ODBC Administrator through the Control Panel, and in fact can return data from within Microsoft Access which is using the same driver. This problem exhibits on multiple machines (Win10 64bit), but for this user only.  Other users of those machines do not have this problem.

To recap: user can access Oracle through ODBC connection in all applications EXCEPT Qlik Sense desktop.  Could this be an account permissioning problem, a bug in Qlik, a conflict between the two, or ???
