Error: Connection aborted (System error: The handle is invalid.)

Hello,

We have the problem with a Qlik Sense Enterprise May 2021 on Windows Server 2019.

The error saw in the Tasks with the reload of applications Licence Monitor and Operations Monitor is failed : 

        20220124T145703.119+0100 0697 LIB CONNECT TO 'monitor_apps_REST_license_user'
        20220124T145733.181+0100      Error: Connection aborted (System error: The handle is invalid.)

There is the same error with QLogs before in the log.

Obviously, on any other platform or system, the tasks are OK. 
We verified the system configuration, the opening ports, the database with pgadmin4, the Qlik configuration with Qlik Sense Util, we tried everything existing solutions puposed before this 01 Feb 2022 on Qlik community. But nothing works.
Is it because Qlik Sense call another program ? ex : QvRestConnector.exe or QvOdbcConnectorPackage.exe ?
Other consequence : if we open the hub and create an application, we have the "circle of waiting" for data connections; and impossible to create a data connection.
