As you mentioned "roll back", I guess your situation is, you were on Qlik Sense Feb 2019 before, upgraded it to later version of Qlik Sense(Qlik Sense April 2019) at some point, and now want to roll it back to Feb 2019 version again. Is this correct?
If that's the case, it is not possible to roll back the Qlik Sense Repository Database unfortunately. If you have back up copy of the Qlik Sense Repository Database when you were on Qlik Sense Feb 2019, then you can restore it to Feb 2019 version. Good to always remember to take back up of Database before upgrade.
