Disable to connect HUB after installation (403)

I just installed QlikSense Server on Windows 2012 R2

I can access the QMC without any problem, but I can't access the hub. With Localhost and <server> i have the same problem :

Error Requesting "https://<server>:4242/qrs/license/" - Error : tunneling socket could not be established, statusCode=403.

Administrator has a token assigned

In the log file :

HdsService ERROR Could not fetch hybrid deployments: Error: tunneling socket could not be established, statusCode=403

i had the same problem , i reinstall  QlikSense Server on Windows 2012 , Not Windows 2012 R2 and  it works.

i think there is a problem with this version R2 and QlikSense Server.
